Please do not split the City and County of Broomfield between two congressional districts! We are one community of interest and are already the smallest county in Colorado, so there does not seem to be a justifiable reason for splitting Broomfield between two congressional districts. I am a resident of Loveland and like many people worked in Fort Collins and in Loveland before I retired from Colorado State University. The two cities value open space conservation, supported by a county tax, elect county commissioners, share the services of the Larimer County Sheriff department and supported the building of a County Mental Health Center through a county tax increase. I have a voice in this county. I have no voice in Weld County or any of the Eastern Counties. I rarely travel east of I-25. I strongly oppose splitting Larimer County, especially putting Loveland in a District with Weld County. There is no benefit to Loveland residents.

This year, the City and County of Broomfield is celebrating 20 years since becoming a county. This was a major milestone to make our community whole instead of split. There has been a lot of work done to unify our community, especially in the last decade. I am shocked the commission would propose dividing our small county. We are one community of Broomfield with similar interests and geography. We should not be split for the purposes of a congressional district.

My concern is about the Congressional, Senate and House Redistricting Commissions definition of "competitiveness". The data for "competitiveness" that I've seen is (1) Voter registration data by party affiliation; and, (2) The difference in number of votes between the Republican and Democrat candidate votes in previous elections, and a composite of several elections. Both numbers are based on the past maps, which are changing quite dramatically with a new Congressional District, so "competitiveness" should be a result, not a goal. I heard the Congressional Commission suggest a difference of 3% as a goal for "competitiveness"; and, if that number is used to manipulate the maps, it may actually make districts much less competitive instead of more competitive. There are far too many variables in trying to forecast winners and losers that any measure will be wrong and should not be used for changing maps. "Competitiveness" should simply be the result of several inexact numbers; and, instead be the result by properly placing communities based on their community of interest (which isn't absolute for each individual), based on the public policy concerns in the area (which are not the same for each individual), based on geographic areas (including the Continental Divide) and features important to the community (not the same for each individual), and Federal money priority distribution decisions that occur in unequal amounts, such as transportation funding, water storage projects, land management programs, forest management projects, flood management projects, etc. I say, leave the politics out of the "non-partisan" Commission decisions.

The City and County of Broomfield (CCOB) is a unified community that should not be split up. CCOB is home to a diverse community that is stronger together. Please reconsider this decision!

Adding Gilpin County to the Chafee and Douglas County districts is ridiculous. Gilpin County does have relationships with Boulder and Clear Creek counties. Students in the northern half of Gilpin County are in the Boulder County School District, and we also collaborate on wildfire management, law enforcement, and emergency response. Residents of Gilpin county rely on Boulder and Clear Creek Counties for shopping, health care and input on public lands policy.
