Hello - I am against splitting up Broomfield into two districts as currently proposed into CD 7 and 8. It might make sense for Broomfield to be part of a CD-8 that includes parts of eastern Boulder County with a larger suburban population and a smaller rural component. We are not a rural community. All of Broomfield is a north metro suburban community of interest. We have many interests in common with southeast Boulder County: transportation (Hwy 7, US 36, Light Rail or other train service), employment, air quality, housing and economic issues. • Broomfield has unique responsibilities regarding public health, water, business development and transportation. • It would be impractical for the smallest county in the state to have to work with two different congressional offices. • After population equality and adherence to the Voting Rights Act the Colorado Constitution in Article 5, Section 44.3 directs the Commissions as follows, "As much as is reasonably possible, the commission's plan must preserve whole communities of interest and whole political subdivisions, such as counties, cities, and towns." Section 44 (3)(B) defines communities of interest as reflecting "Shared public policy concerns such as education, employment, environment, public health, transportation, water needs and supplies, and issues of demonstrable regional significance." Each of those descriptors applies to Broomfield.

The City and County of Broomfield, pop 75,000, is a community of interest and should be treated as such in the Congressional redestricting process. Keeping Broomfield in one CD is more consistent with the redistricting process guidelines. The Colorado Constitution in Article 5, Section 44.3 directs the Commissions as follows, "As much as is reasonably possible, the commission's plan must preserve whole communities of interest and whole political subdivisions, such as counties, cities, and towns." As its own City and County, Broomfield has unique responsibilities for planning, zoning, water supply and land use. Dividing Broomfield would mean having to work with two separate Congressional representatives. Today Broomfield is an urban and suburban population center community of interest, and should be treated as such.

Broomfield has worked hard to become a community not divided. Once part of 4 counties, now one. Please reconsider the current divide being proposed.

The Second Staff Plan for Congressional Districts seems to be fair. The first one was not fair. Keep the Western Slope whole and in CD3. The Legislative Senate District map: Keep Delta County Whole and place with Mesa County. Montrose and Gunnison have more shared interest that Mesa and Montrose counties. Keeping both Delta and Mesa county together. They share the same watershed and most of the Grand Mesa. If split, it reduces their voice and I feel reduces the fair and responsive representation those that live and the Businesses that are in the area deserve.

Comment:

I would like to thank the commissioners and staff for their hard work on the recently released second staff map. I agree with the direction taken by the commission, especially in regards to Routt, Eagle, and Summit counties. Due to their heavy reliance on tourism and the ski communities that play such a vital role in each of these county’s local economies, it is paramount that they remain together in order for residents to be fairly represented."
