I am in support of the proposed new congressional district: Southern Colorado River Basins. I believe it is important to keep Southern Colorado in one congressional district. This region of the state shares common interests and has a common history and culture that is unique from other parts of the state. I urge the commission to adopt this proposed district.

Please do not split Montezuma County. Montezuma has been great to work with in areas that concern Agriculture. Most of us in Montezuma County make some part of our living in an AG related field. Montezuma wants to strengthen our AG base, helping to ensure our children have a chance in this business. La Plata, on the other hand, has implemented many “rules” and regulations that are so hurtful to the Agriculture community.

Statement of Support for the Southern Colorado River Basins District (SCRB) as a US Congressional District Common Geography, History, Culture, and Economy. This area is a cohesive Community of Interest. Geography and Economy. This area shares three watersheds: The Arkansas, San Juan, and Rio Grande Rivers. These rivers are of vast importance to the agricultural and tourist economies and the small towns of the region. Characteristics of this community. There is a large Hispanic/LatinX community that goes back several generations. There are three designated Hispanic Serving Institutions of higher education: Adams State, CSU Pueblo, and Pueblo Community College. Unfortunately, the SCRB is the most impoverished area of Colorado and desperately in need of excellent representation at the federal level. Fortunately, the SCRB is the developing Renewable Energy Capitol of Colorado. Medical facilities in Pueblo serve folks in the Arkansas river Valley. Fort Carson is in south El Paso County. Many of its families live in South El Paso County and Pueblo. Veterans are forced to go to the VA hospital in New Mexico. A strong federal representative could help bring a VA hospital to the SCRB. Only 65% of SCRB residents have High-Speed Internet compared to 85% of those outside the SCRB. This community needs help. The SCRB is a cohesive community of interest with many common needs and interests. Please support the designation of SCRB as a US Congressional District. Thank you but no.Please leave Highlands Ranch in Douglas County and Jefferson County in separate districts. They have different county governments, different school boards, and different philosophies on many many things. Truthfully, being in two districts gives HR residents a lot of clout. They don’t get two votes but they do have influence in two. They may not get what they want in both but they have a chance in two.

I am writing regarding Congressional Redistricting for CD3 because the current proposed redistricting map seems to fail in meeting the district formation guidelines as established by law: 1. The commission is bound by Colorado law to make the districts competitive in terms of expressed political affiliations of residents. The proposed map includes areas of significant greater density in Republican party representation than Democratic party representation. This lopsided political party representation will negatively affect any Democrat attempting to be elected to the 3rd Congressional District for the next ten years and, further, it is based solely on political affiliation rather than any platform for political action approach. I understand the current population within the proposed 3rd CD map would give about an 8 point advantage to those persons registered in the area as Republicans over those registered as Democrats. That correlates to about a 10 year disadvantage for Democrats to have any possibility of a candidate to achieve election as U.S. Representative for Colorado's Third Congressional District. I do not believe any reasonable person accepts such a difference as enhancing competitive district formation. 2. The commission is bound by Colorado law to work to make the districts fairly comprised of communities of like-interest. I live in a Colorado Western Slope community, Telluride area, that has an economic base in tourism and recreational sports, both winter and summer. There is no manufacturing and my community is not a bedroom suburb for another larger city. Other communities in the Third Congressional District have increased their populations and also have economies based largely on tourism emphasizing winter and summer recreational sports and activities. The current proposed map includes Fremont and Teller Counties that do have a larger population base, but NOT in the representative economies emphasized by tourism and recreational sports as describes the larger percentage of the Western Slope communities. Therefore, the creation of Congressional Districts comprised of communities of like-interest is not upheld by the current proposed map and is in conflict with Colorado law regarding the formation of Congressional Districts. I beseech the Commission to follow Colorado law closely and design a map with the above two laws and requirements as a solid base for new district mapping. Thank you, Sandy J. Wickham
