Fort Collins is very different from the Eastern plains and that one of the goals of the Commission is to preserve whole communities of interest and whole political subdivisions, such as counties, cities, and towns. This map does not do that AND moves the county seat into a different Congressional District than the rest of the county. FoCo is a North Front Range urban area that is home to high tech companies, a nationally recognized university, and a diverse transportation system, including transit, EV infrastructure, and Bus Rapid Transit. Residents her have very little in common with neighbors to the East, and especially those in the extreme Southeast Corner of our state. We are focused on issues like wildfire mitigation, watershed restoration, climate action, equity and diversity, and issues like homelessness, high population growth, ozone nonattainment, and air quality issues. We have much more in common with counties like Boulder County, which has a similar economy, not the rural agricultural economy of the Eastern plains.

Colorado's land, businesses and people are wide and diverse. That is part of what makes our state so great. With the new redistricting map, only the urban will have the voice in the state as urban areas are grouped with rural areas. Of course the urban areas have more people and they will always out vote the rural communities in each district. No longer will we have have the various representation we need in the state. Rural Colorado is the essential to the success of our state as it is a huge part of our economy and helps feed not only us but the world. I'm not saying that the urban doesn't deserve a voice, they do, because they live here, but so does the rural part of the state. Please reassess and create districts that allows ALL of Colorado to have a voice in our state.

Thank you for your service on behalf of Colorado, and for holding hearings that are accessible around the state. I want to comment on the congressional "staff" map that's been out about a week, particularly the two proposed congressional districts on the Western Slope. First, thanks for listening to citizens and carefully considering their concerns and ideas. The new CD 3 map reflects communities of interest in terms of ag and water. It gives minority communities a district that has over 25% Hispanic and 3% Indigenous representation. You listened to the concerns of citizens who asked that Fremont, Park, and Teller counties be removed from CD 3. Many citizens wanted a southern district on the Western Slope. Pueblo residents wanted to remain in CD 3 for historic reasons. Should you decide to re-consider and return to a previous version of CD 3 encompassing most of the Western Slope, please keep Fremont, Park and Teller counties out of CD3. Keep mountain resort communities, national parks, and counties with large public land tracts, together as these share tourism, outdoor recreation, and economic drivers. Keep Western Slope watersheds whole. Thanks for your service.

As long term resident of Hoehne in southeast Colorado we are concerned that we will loose our rural voice if are part of a district that includes urban communities. Agriculture and Rural Colorado are communities of interest. We deserve representation by a person from rural Colorado, not the Urban corridor. We need to be placed in districts that share geographical, agricultural, and economic goal interests. I DO NOT AGREE with the first staff map! Rural Colorado does not have representation! I am a 51 year resident of Colorado and a 10 year resident of Fort Collins. During that time I have been in several different districts. The latest map which carves Fort Collins out of the rest of Larimer county does seem to maintain the community of interest. I would like to suggest that as the county seat of Larimer County it has much more in common with the folks west of the city rather than those east of the city. It maintains a "mountain" interest. Our concerns are those of climate issues resulting in fire and flood catastrophes. In my opinion, the federal concerns will be much more compatible with Fort Collins remaining whole and Larimer County remaining connected with the "mountain" issues.

Hello, My name is Robert Hobbs. I live in Cortez CO, Montezuma County. I would first like to thank the commissioners and staff for the hard and often times, thankless work. Great job! I praise the work you've all done on the new Congressional District mapping, it shows to be a lot more bi-partisan than the previous maps. As a resident of the Western Slope, we have a fairly large population of Hispanic and Indigenous Americans whom reside here. This new mapping draft shows that we, as Coloradan's, will give these minorities more of a voice in the area's in which we live. I feel that moving Fremont, Park and Teller Counties, gives into more familiarity to the Front Range. The western parts of Boulder, Jefferson and Larimer Counties have more in common with District 3 than the more urban area's of our state. The San Luis Valley should also remain with District 3 as they too, have similar population masses such as Hispanic and Farming entities. This new map reflects key elements such as: * Western Slope water rights (as many Headwaters are located within the Western Slope: Colorado, Rio Grande and Arkansas Rivers) all have a direct impact on drought, fire mitigation and wildfires. *Protecting small family Farms and Ranches, this is a lively hood of the Western Slope. Colorado cannot afford to loose these farms and ranches that so many in our state rely on. *Public lands, state and federal parks as well as tourisim (a large part of the Western Slope economy) These would all be better represented under the NEW mapping that you've all worked so hard on (again, great job!) Please take all of the above in your consideration for mapping our Congressional Districts. Thank you for listening, Robert Hobbs

I support this plan from Oscar D'Emilio and I think it presents a good compromise between the Moore and Coleman plans. It is also the most competitive plan that I've seen that is actually reasonable. Please consider working off of this plan.
