The actions of these Commissioners are a mockery of everything that Independent Redistricting Commissions are meant to stand for. Legislative Redistricting Commission: My name is Ms. Katherine Czukas. I am representing myself. I have been a resident of El Paso County for 11 years. My comments are about observations in HP.008 BarnettFletcherHassHorvathKottwitz map / plan and HP.004 Barry, Schepper, Uzeta O'Leary plan. My comments are about the Mountain Shadows neighborhood on the Northwest side of the city of Colorado Springs. In both of these plans referenced above, there is a small area of ~300 people that should be reunited with their true community of interest in HD14 rather than their current placement in HD18. This HD14 and HD18 designation is the same for these proposed districts in both HP.008 and HP.004. Alas, likely due to existing precinct lines in El Paso County, there are homes in Mountain Shadows on Lanagan Street, Chuckwagon Road and other streets west of Flying W Ranch Road that are being placed in HD18. These ~300 people are part of the same community as the remainder of the Mountain Shadows neighborhood also west of Centennial Blvd and north of Garden of the Gods Road. In fact, one reason for this being a strong community is because many people on these very same named streets lost their homes in the Waldo Canyon fire in 2012. If the commission is going to go forward with either HP.004 or HP.0008 then, I’d recommend there be an amendment so that these 300 homes (effectively north of Glen Eyrie on N 30th Street and West of N. 30th Street) be put in the same district of HD14. This is not a major changes, as in both HP.004 and HP.008, the HD14 is already under population deviations (by 1,162 or 444 people according to the Population Summary Report), so adding 300 people into HD14 would be beneficial to your overall Target Deviations. And also, both in HP.004 and HP.008, the HD18 is over the population deviation anyway (by ~720-740 people). The Second House Staff Plan and the Third House Staff Plan and the HA.009 Perez amendment do a better job of keeping the Mountain Shadows community whole and I’d encourage the commissioners to think more about those options when considering what is relevant for a House District boundary that keeps a community of interest.

Please reject the attempts by partisan, Republican commissioners Barnett and Kottwitz to push through maps gerrymandering the legislative districts. In Fort Collins, in particular, where I live, the present division of House Districts along College Avenue corresponds to a community reality, as does the present Senate District. Please respect School District maps as well as long established communities of interest. Thank you
